OPSC’s squinted views on quota denies OAS ranker of job

BHUBANESWAR: Reservation often helps people climb career ladder. Ironically, an Odisha Administrative Service (OAS) aspirant, who qualified for the job under unreserved category as per the mark he scored, was rejected because he had ‘opted’ for reservation under physical disability category due to his visual impairment.

Anushrav Gantayat (24) of Borigumma in Koraput district was allegedly singled out by the Odisha Public Service Commission (OPSC) even as a resolution issued by Social Security and Empowerment of Persons with Disability (SSEPD) Department clearly states that persons with disability selected on their merit without relaxed standards, shall not be considered for the reserved share of vacancies.

With 40 per cent (pc) visual impairment, Anushrav had applied for the Odisha Civil Service Examination-2017 under the reserved category. After clearing the preliminary examination, he appeared at the main examination and personality test followed by certificate verification. But to his utter surprise, his candidature was on the ground that he does not come under the category of above 40 pc disability.

Anushrav alleged that he has been suffering for ‘wrong interpretation’ of words by the SSEPD Department in a resolution issued on September 5, 2017. As per Section 2 (r) of Rights of Persons with Disabilities (RPWD) Act, 2016, persons with benchmark disability means a person with not less than 40 pc of a specified disability. But, the department had wrongly mentioned it above 40 pc in its resolution.

“Though it was corrected in a corrigendum issued on July 16 last year by the Department, the OPSC is in no mood to accept. Independent letter from the Secretaries of SSEPD and General Administration departments to the OPSC Secretary clarifying the matter and to consider my candidature too has fallen in deaf ear,” he said.

If, as per OPSC, he is not fulfilling the criteria for reserved category, a dejected Anushrav said the Commission can consider his application under unreserved category as he has not availed any relaxation entitled to a PwD for the exam.“I have scored 1365 mark out of 2250. With the mark, I could have secured 18th rank in the merit list as the last selection of unreserved candidate was 1302. But the OPSC is not considering it. The resolution that the Commission is citing for reservation clause also states a PwD not availing relaxed entitlements can be selected under unreserved category. But in my case, it has also been overlooked,” he alleged.

Every year, the Union Public Service Commission (UPSC) conducts the Civil Services Examination for recruitment to prestigious posts in the administration including IAS, IPS, and IFS among others.

This year’s application process for the CSE has commenced on 19 February and will end on 18 March. Eligible candidates can now fill the IAS Prelims form online.

Here are some precautions and mistakes to avoid.

About the different stages of UPSC CSE

Exam Stages

UPSC CSE is conducted in three stages: Preliminary examination (Prelims), Main exam (Mains), and Personality Test (IAS Interview).

Prelims consists of two objective-type papers: General Studies paper and the Civil Services Aptitude Test (each carries 200 marks).

Mains comprises 9 subjective papers (2 papers carrying 300 each; and 7 others carrying 250 marks each). The final phase is the Personality Test/Interview (for 275 marks).

Online applications must be submitted through official UPSC website

Two parts

The online application process for the IAS Prelims consists of Part-I and Part-II Registration. Also, aspirants must register for Prelims and Mains separately.

Under the Part-I, candidates are required to provide basic information while the Part-II comprises application fee payment, exam center selection, and uploading the photograph, Photo ID, signature, and declaration.

Applications shall be submitted online only through the official UPSC website: http://www.upsconline.nic.in.

How to apply for the UPSC IAS exam online?


After visiting UPSC’s website, candidates should select the “Online Application” option on the homepage and click on “Part-I” on the next page to get started.

They must read the instructions carefully and then proceed to fill in details like personal information, educational qualifications, address, phone number, e-mail address, Photo ID proof details, etc. They can choose to claim age relaxation on the next page.

Candidates should also provide details for CSE Mains

Mains details

Next, under Part-I, candidates should provide details for CSE Mains, including the examination center, optional subject, medium of exam for Mains and optional subject, compulsory Indian Language, etc. Changes to Mains-related information are not allowed later.

After verifying all the details thoroughly, candidates must submit them. They must note down the Registration Number displayed on the next page or print the page for reference.

Next, candidates must complete Part-II Registration


After Part-I, candidates must complete Part-II Registration that involves payment of application fee (online/offline).

Online mode includes payment through Internet banking or debit/credit cards while offline mode involves downloading the Pay-in-slip on the page and submitting it along with cash at the nearest SBI branch.

Next, candidates must choose their preferred exam center, upload their photograph, signature, and Photo ID proof, and submit them.

Hyderabad: Good days are ahead for acupuncture as the Union government has recognised it as an independent system of healthcare. It is a demand that is being pursued for the last 25 years or so. Practising doctors and therapists feel this a boon for medical fraternity. The low-cost therapy, it is felt, will go a long way in helping the people.The Ministry of Health and Family Welfare has issued an order on February 21 awarding recognition to acupuncture as a system of healthcare/therapy.
Further, it constituted an apex committee on acupuncture to submit a report to the government on various measures to promote the education and practice as well as regulation of acupuncture.As per the WHO (World Health Organisation’s) document WHO Traditional Medicine Strategy 2014-2023, 103 countries have recognised “acupuncture” as an independent system of medicine. However, India is late to the party in giving recognition to the medicine which originated in India in nearly 4,000 years ago.
The Union government through an administrative order in 2003, had partially allowed to continue acupuncture as ‘mode of therapy’ and to be practised only by qualified physicians and appropriately trained persons. But unfortunately, the order allowed only certificate courses to be conducted for medical graduates and stopped the degree and diploma courses on acupuncture running in some States like West Bengal and Maharashtra, which is the main reason for insufficient development of Acupuncture workforce in India especially after 2003.
The NDA government-led by Narendra Modi in an effort to give a big push to traditional forms of medicines invited proposals in February 2017 for recognition of the new system of medicine. Major acupuncture associations and institutions submitted a detailed document with all the necessary enclosures to the Health Research Desk under Ministry of Health and Family Welfare Government of India in March 2017 demanding full-fledged independent recognition to Acupuncture system of medicine and its practitioners.
An Inter-Departmental Committee (IDC), constituted by Health Ministry examined the proposals in its meetings held in October 2017 and January 2018 before giving its final report in June 2018 in which it recommended Independent status for Acupuncture.Dr Nelapatla Sudhir, who is from MBBS background, has shifted to acupuncture therapy three decades ago and runs two exclusive clinics in Hyderabad, said the Centre’s decision was a blessing in disguise. 
He stated that he has been treating patients for various disorders, pain conditions, paralysis and chronic cases, respiratory problems like allergy, asthma, sinusitis etc. and all his patients have been satisfied with the results.M Manoharan, an acupuncturist from the city, felt that following Centre’s decision Acupuncture degree courses would be introduced with new syllabus and curriculum that will be finalised by taking inputs from experts already practising the medicine for several years and other stakeholders. 
Manoharan also filed an online petition seven months ago seeking the attention of the Union Health Ministry to recognize Acupuncture as Independent system of medicine.Healer Quratulain Lasania, Acupuncture Therapist from the city, said the benefits of acupuncture are amazing but people at large are not aware much of this form of treatment and its effectiveness.” Allopathy gives instant relief but it is also temporary and also has a risk of side effects. It’s great that Centre has recognised Acupuncture and I feel it is a greater step towards better health care to people,” she said.

RRB Group D result date announce: The Railway Recruitment Board (RRB) is all set to declare the result for the RRB group D exam 2019 result. According to the reports, RRB will be sharing the result on its official website @ rrbcdg.gov.in. The Indian Railways job exam result will be announced either on February 27 or February 28, 2019. RRB officials told the media that ahead of the upcoming Lok Sabha elections 2019, the Model Code of Conduct would come to affect and the RRB has decided to announce the results before the Election Commission’s announcement in March.

NET 2019: The National Testing Agency (NTA) on behalf of the University Grants Commission (UGC) is all set to conduct the National Eligibility Test (NET) examination 2019 soon. According to the latest updates, the registration process for the examination will be opened from today, i.e. on February 25, 2019, according to reports in a leading website. All the interested candidates are advised to go through the details of the examination given on the official website of NTA or UGC and start registering themselves for the upcoming examination through the official website – ntanet.nic.in.

How to register for NTA UGC NET 2019 exam online?

Step 1: Log into the official website of the NTA or go to the website mentioned above

The Board of School Education (Haryana) or BSEH has released the admit cards of the Haryana Open School Class 10 and Class 12 examination 2019. All the candidates can download the admit cards from the official website of BSEH, the link for which is bseh.org.in

As per the schedule released by the board, the Haryana State Open School’s Secondary/Senior Secondary examinations 2019 will begin from March 7.

  • Download the Haryana Open School admit card and take print out of the same.

HOS Class 10 Class 12 Result 2018: Details

In 2018, the HBSE open school result was declared on May 31 and the pass percentage for class 10 was at 53.78 and for class 12 at 34 per cent.

Passing criteria:

Secondary level

To qualify, candidates can score at least 33 per cent marks in five compulsory subjects Hindi, English, Math, Social Science, and Science & Technology.

The sixth subject i.e. elective subjects are non-compulsory which are Sanskrit/ Punjabi/ Urdu/ Home Science/ Physical Education/ Computer Science.

Senior Secondary level

A candidate shall be required to obtain at least 33 per cent marks in each subject and also 33 per cent marks in aggregate to pass the examination.

For subjects involving practicals, a candidate shall have to obtain 33 per cent in theory and practical separately.

UPPSC PCS Results 2016: The Uttar Pradesh Public Service Commission (UPPSC) on Friday declared the final results of the PCS-2016 examination, which was held for filling up 633 posts.

Jaijeet Kaur Hora of Khushalpuri, Kanpur, topped the examination while Vinod Kumar Pandey of Pratapgarh district secured the second spot followed by Navdeep Shukla of Naini in Prayagraj district bagging the third position.

Prakhar Uttam of Bindki, Fatehpur, secured the fourth position in the examination. Satish Chandra Tripathi of Sidharth Nagar was fifth.

In all, 1,935 examinees had appeared in the final round of the examination for 633 posts comprising 26 categories of posts, including that of deputy collector and deputy superintendent of police. Only 630 candidates were declared successful in the same. Three posts of assistant employment officers remained vacant as none of the applicants had opted for them. There were 53 posts of deputy collector and 52 of Dy SP.

The maximum 263 posts were of nayab tehsildar. There were 14 posts of assistant commissioner (trade tax), 21 posts of block development officer (BDO), seven posts of district probation officer, one post of assistant commissioner (industry) and 14 posts of deputy registrar. The preliminary exam was held on March 20, 2016 and its results were declared on May 27, 2016.

As many as 2,50,696 candidates had taken the preliminary examination and 14,615 were declared successful.

The mains examination was held on September 20, 2016 and October 8, 2016 in Prayagraj and Lucknow. The interview was held on January 24, 2019.
